USAID requested that numerical child welfare indicators be combined into an index that would reflect the status and progress of child welfare reform in countries in east Europe and former Soviet states. OCD completed the project, but recommended that such indicators were prone to inaccuracy and are incomplete in their ability to achieve UNICEF’s purpose. Instead, a comprehensive interview strategy was proposed, which UNICEF funded and OCD field tested in Ukraine.
